The Democratic Republic of São Tomé and Principe (RSTP) has received financing from the African Development Fund (ADF) and the African Development Bank (AfDB) as administrators of the Transitional Support Facility (TRF) towards the costs of the Institutional Support Project for Customs Administration and Public Expenditure Management (ISP-CAPEM), a project approved on 28 November 2023, and intends to apply part of the agreed amount of this grant to payments under a contract for an individual Consultant to provide technical assistance in monitoring and supervising the development and implementation of the upgraded Integrated Financial Management Information System (IFMIS, new SAFE-e). the development objective of the project is to enhance revenue mobilization and strengthen public expenditure management capacity through the modernization os customs administration and the introduction of more effective systems for budget control and financial management.

The duration of the assignment is for 12 months.

A Consultant will be selected in accordance with the ICS method set out in the Procurement Policy.

Expressions of interest should be delivered or sent by email to the adress below or delivered in an envelope, in English or Portuguese to the Coordination Unit of institutional Support Project for Customs Administration and Public Expenditure Management (ISP-CAPEM), no later than February 12, 2026 at 15:00 GMT and mention in the email subject "Individual Consultancy for the monitoring and supervising the development and implementation of the upgraded Integrated Financial Management Information System (IFMIS, new SAFE-e)".

La République Démocratique de São Tomé et Principe a reçu un don du Groupe de la Banque Africaine de Développement à travers de le Fonds Africain de Développement (FAD) ci-après dénommée la Banque pour financer le Project ZUNTAMON LCI – Phase I et a l’intention d’utiliser une partie de ce don pour effectuer des paiements au titre des Marchés relatifs à la Fourniture, installation et prestations connexes d'équipements pour le nouveau terminal de fret de l'aéroport de Sao-Tomé en République de São Tomé et Príncipe (STP)_en trois (03) Lots distincts.
